What the hell is up with the way Mags Kelly is talking lately? Did something happen to the actress who plays her?

I noticed the same. Its getting worse and worse... maybe some sort of a stroke?

The actress that plays her got a stroke.

She has Motor Neurone Disease. She was on the Late Late Show tonight talking about it.
