Actually, yes. The commentary on the DVD is actually the first part of the commentary on EoE. Literally, when the EoE commentary opens, they refer to something they were talking about at the end of the Death and Rebirth commentary.
If you don't already own End of Evangelion, you might consider the box set containing both DVDs, since it's loads cheaper than buying them separately.

I got lucky about this DVD, because when I was shopping for EoE on Amazon, it was only a $3 difference between buying it alone or buying the box set. It's a bit more now, but still a better deal if you want both.
Otherwise, whether you buy it or not depends on how much you want the commentary track, although the movie itself is interestingly made. It's certainly no substitute for the series, but as a sort of overview, it has some artistic touches that are interesting to see. Also, the DVD menu, like the one on EoE (creepiest interactive menu EVER)is even interesting, and kind of neat to see. So it's an interesting addition, and probably belongs in any Eva collection, though you won't watch it as often as the others, I bet. I only watch it for the commentary now and then, but it is interesting (and funny). If you really liked the EoE commentary, this is just as good. There are a lot of interesting things they say about the story, the best IMO being the Kaworu sequence at the end. I learned a couple things watching it, and do recommend it.
