I love Batman TAS and Superman TAS all the same so it was exciting seeing the two together.
I have been trying to find the title/name for the carousel music used in "Worlds Finest," "Robin's Reckoning Part II," and "Baby Doll"
Aside from the trivia that states it's the same carousel "tune" it I have been unable to find the actual title.
Well, the piece that's associated with the Joker throughout B:TAS is just "The Joker Theme" as far as I know, and was composed by the late Shirley Walker.

All of the villains on Batman's cartoon had theme music just like on the Sixties TV show.
