one question

Why did they go through that whole elaborate plan of sneaking the henchmen on board by flying over in a plane and dropping them in the water (one guy didnt make it!!!!) When they could have saved a lot of time, money (and a life) if they just bought a few more boat tickets.THEY WERE STEALING 140 MILLION or whatever they couldnt afford a few extra rooms on the poop deck?????? Ice-t and CO already had snuck bombs and guns on before so it wasnt that. I guess this movie is full of more holes than Rick Ducamman's resume post 1989.
