I've seen both Cupid 1998 and Cupid 2009, but I didn't get an answer if he was really Cupid or just a delusional human being.
Or did I miss something?
I even read the script for Cupid 1998, episode 17. Still nothing. Other than that Cupid and Claire were obviously meant for eachother.
I think he really is Cupid and would ultimately have to choose between staying on Earth with Claire, or return to Olympus alone.
I read (and it may be on Wikipedia) that Rob Thomas said in an interview that the show would have ended with Trevor and Claire being Trevor's 100th match...but without revealing whether or not he was Cupid. That was left up for viewers to decide.
sharei was going to answer this here but I decided to start a new topic saying Why I beleive Cupid is really Cupid instead because I felt my letter was too good to get "lost" here. If they alert you to replies you now know to go look for it at imdb.com under Cupid 1998.

Rob Thomas says on his website slaverats dot com that his preference would be to have Trevor NOT be cupid but that his staff tended to veer the other way. Very interesting piece on his website. I think he should be cupid too.
