When Frank backsteps 7 days into the past the first time, there is another Frank still in existence. When the backstep Frank does it a second time, there may be potentially, two other Franks in existence. Soon, the place would be overridden with Franks! The only way Backstep would work is that when the agency receives a call from the Backstepped Frank, they immediately sequestered the Unbackstepped Frank. If the Backstepped Frank saves the day AND survives, the Unbackstepped Frank is immediately terminated!

If I have understood you correctly, then there are no other Parkers when he lands back in the past, the unbackstepped Frank dissappears out of that timeline...

In the two-part episode at the top of Season 1, Ramsey amd Donovan goto meet Frank in Vegas and Ramsey makes a comment like

'We'd never have picked this man, he is missing from the agency sanitarium on Hanson Island'

Throw in alternate realities instead and the "time travel" in the show begins to work.
But i guess the creators of Seven Days, where not interested in being compared with Sliders, so they just used the words Time Travel instead, even though it does not actually fit what Frank is actually doing.

franks travelling through his own time line, he is resetting everyone else by going back on it...

So I may be talking to a Frank and then he suddenly dissappearrs because future Frank just arrived somewhere else... right?

"That was a courtesy flush. I'm not actually done yet"

Correct. It is the same way in theory that the staff at Neverland would know a backstep happened since the Sphere would disappear.

when a Back Step occurs, the sphere, Frank and anything else inside the sphere all 'Vanish' when the sphere arrives in the past

one episode features a Key that the Villain of the week needs for his plan, so Frank takes it with, so that they won't have it... so if nothing their plan is handicapped by that action...

another features a Pilotless sphere, as the problem was still on going when they tried to back step, and Frank was unable to secure it... so the base is a lit with activity due to the missing Sphere, and they see Frank drinking coffee in the hall and are confused as to how he is still there, while the sphere is gone...
