I bought it about 5-6 years ago from dvdr.cz (http://www.dvdr.cz/seznam_video.php?lang=en&shop=vi, an etailer I, despite the amateurish design, can recommend without hesitation), but it doesn't seem to be listed on their site anymore :/
However, this site does have it listed, though currently out of stock: http://www.czech-shop.com/p.php?DVD=pelisky&p=1
The site lists it as region 2, but I guess it would be the same edition that I got some years ago, and although the video-format is PAL, the region coding itself is stated on the cover as "All". The language on the cover is Czech (which to me is incomprehensible), but there are czech, german, russian and english subtitles on the disc. But beware that you will need a DVD-player and television set able to play PAL-signals (as opposed to NTSC. I take it you live in North America, seeing as you saw the film at CIFF ;) )
