having never seen, or even heard of this film now, you have to forgive me for being completely clueless, i just had to ask .. what the hell did they mean by the tagline " freddy and jason were kids too "??

Because the movie is about a psychotic kid who kills people, just like jason & freddy do, but y'know, a kid. Ya.
