Why do they re-run the same stories?

Not the top stories, but minor stories. Examples:

-The grandma who drove 100 MPH because she was late for her hair appointment.
-The cheerleader who "gets swallowed" by a mascot shark and it's a trick.

They add these minor stories to the newscast and then 4-5 months later, they include it in a new episode. Do they not have enough material?

But why do they re-show old clips?

Obviously they don't have enough material to fill the show on some days.

And What is even blatantly more obvious is that on holidays, when they give their staff time off, practically EVERY item is a repeat.
