Looking for title of early 90's low-budget movie like this

The movie i'm looking for was on USA i believe, in 92 or 93. The plot was a curly-haired guy in his 30's witnesses several murders from his apartment window. He lived alone, and was friends with an old blind lady in a wheelchair, who also lived in the apartment complex. They would both celebrate when the old jazz music they liked was being mastered to digital cd. He drove a white or yellow Miata. Eventually the old lady gets a visit from the killer. That 's all i can remember.
