Just watched this - recorded from the other night it because it was a Bob Hoskins film I hadn't seen. I wasn't expecting to blown away the way I was, because this turned out to be a gem of a film - I genuinely knew nothing about it and honestly thought Bob Hoskins was just playing a simple lonely old man until about an hour in. Anyway, no expert, but going by the visual clues, I'd say it was the then present (1999) and the late 50's very early 60's.

the book is set in 1992, so they don't reference that year exactly and the film was made in 99, so the 90s is an accurate account. the 50s was the setting of the flashbacks of the Bob Hoskins character, which i think was invented for the film, they weren't part of the novel as i remember.

I think the tax disc on Bob Hoskins car says April '99, looks and feels much older though.
