Tyson is one of the highlights of this film. He's great. He gets to play Obi Wan to Power's Luke Skywalker.

I've been trying to find a movie, Mike Tyson is stood at a window during a party, guys tries to talk to him, he says back off in on parole. Is it this one?

It is that movie. It's not a very good movie for the most part. The clip of the scene you're talking about is on youtube, and someone linked to it in another thread here.

It was a pretty funny scene. Mike made a statement, that's for sure.
