no, it's real, it's called ichthyosis, there are many different types varying in severity (very common to very, very rare and severe), the skin can thicken and form what appear to be scales, it's sex linked and usually only affects males, but mental disability (mentioned in the movie), if i'm remembering correctly isn't a symptom and is possibly/probably a completely separate condition, some individuals suffering from ichtyosis, alligator-skin-look-a-like type, were sometimes displayed as sideshow oddities
