Who is driving all those cars, and who is buying the baby cribs in the shop windows? Is she a ghost wandering around among the living? Or is this purgatory a whole parallel world with towns and traffic to support the counselors? I guess they have to get all the supplies for their movie sets from somewhere. Any ideas?

I think it's still set in the "half way" point between Earth and "Heaven" and everyone you see are also counselors for the dead. The film only follows a small group of the counselors. There are far too many people on the planet and people die far too frequently for just this small group of counselors to handle, so everyone you see are also dead and they all have the same job.
