But from a lifelong NYer it looks more like Manhattan circa 1989.

Well, it is supposed to take place in the early '90s, so...

Anyone here mentions Hotel California dies before the first line clears his lips.

I did not know that so that makes things seem more close in tune. Giuliani really did transform the city in 5 years time but in 99 the city looked very little like it once did as in the film.

The atmosphere in this film was stunning. It certainly did feel like the late 80s early 90s. Scorsese and his cinematographer did an excellent job of shooting this film almostly entirely at night.
