The first season finale ends in a cliffhanger yes. Sammo and Li Hei fall out of the chopper and plummet to the ground. Then in the season 2 premiere Sammo is back on the job like nothing happened, and it's not mentioned again.
shareThe story behind that is new producers took over the show before season 2. They made some major changes. Tom Wright and Louis Mandylor were dropped, as well resolving the cliffhanger. They just added in a few throwaway lines and that was that. The show, in my opinion, suffered for it. I lost interest ten minutes into the season opener after that.

That woman who took over to be in charge was not good at all makes you think she had to know somebody to get that role.
