Why didn't Mark say or do anything in the library?

When Kevin came into the magazine work area of the library and they were talking about the perv in the park, why did Mark ignore the physical attack by Kevin on Steven? Only Jess said anything. Wouldn't life long mates at least say something?

Maybe Mark felt too intimidated, and a bit cowardly. That's one to the things bullies excel at - being tough and showing off their muscles makes sure no one messes with them.
