Herzog stole that idea from Karmakar

Karmakar wanted to create a documentary about dictators around the world, during the 90s.
He wanted to bring in 3 other directors. One of them was Herzog. It all end in preproduction.
But Herzog just made his own.
The idea didnt came out of his mind.
