Adam's fitness for duty - Ep 5.10

How is it that Adam can report back for duty before the psych evaluation gets to his supervisor? Granted, Adam probably placed himself in the doctor's care voluntarily, but given that the government psychiatrist felt he was unfit for field work, Harry should have known that before Adam ever went out. What good is a psych evaluation if the agency doesn't see it in a timely manner? The only reason they knew is that Ros got a copy of the report.
