Why was this guy doing all of this?
He was training the protagonist, so to speak, by breaking him down mentally and emotionally. It's a well known fact that people, at the very height of pain and suffering, often experience a sort of catharsis. The bad guy was forcing him into this catharsis, to bring back out the cold-blooded kid he once was.
The elevator scene at the end-was he going to hell!
Sort of. He is broken, has lost everything and now there's no turning back. He's decending into the hell of his own psyche.
Did this city have no cops? Budget crisis?
No; just minimal budget
Mildly interesting-I liked the ending scenes and some of the action but the script did not explain it all.
I agree. It would not surprise me at all if Hollywood bought the rights, and remade it with a fat budget.
