What's up with the pointless cartoon at the beginning?

It was overly long for such a pointless, unfunny cartoon. Who on earth thought it'd be a good idea to start the movie with it? And why?

I disagree, it's a cute Jay Ward cartoon. I presume so the runtime adds up to an hour and a half since the movie is a little shorter than so.
