I think it's sometime in the late 1700s to early 1800s. Might even be the mid 1800s.

Editted to add: I do know that the book "A Dog of Flanders" was written in 1872.

Judging from the look of the costumes, I believe it's set in the 1830's or 1840's.

For the movie to be true to the book it would have to be somewhere in the early to mid 18th century for Nello to be associated with Rubens. I think the earlier version of the film is more accurate to the book.

It doesn't necessarily have to be early/mid 18th century for Nello to be associated with Rubens. Rubens was long dead when the movie started and his work was being admired years later.

I agree with the earlier poster, about 1830s. Maybe even late 1820s.
You can tell by the costumes. Aloise looks like the only one wearing empire waist gowns, which were going out of style in the late 1820s. There was a return to the natural waist and wider sleeves and skirts - which we saw plenty of in the movie.
