Unless I'm mistaken, giving up one's own men(or personell) as a spy (or just give them up in some capacity) is one of the "ends justifies the means" philosophies from The Art of War, right? I know it is considered Machiavellian but some of the same lessons from Machiavelli are shared with The Art of War and both are considered strategists philosophies for winning or controlling your kingdom. I think Bly even quoted this to Shaw in their battle at the end. so he was verbalizing winning philosophies from the book . . . . .. .oh, and he jumped at the chance to take on the number 1.

Shaw ruined Bly's last ever cigarette, if I was Bly I would want him dead too.

My impression is that they were trained to follow orders, whether they knew the ultimate purpose of them or not, and whether it implied having to do things they might be uncomfortable with or not. That's one of the basic ideas of the whole film, as the viewer is discovering along with Shaw just what was going on and why.

So Bly was just following orders.
