Goemon was just a very, very traditional Japanese man, who happened to inherit and carry on the samurai tradition (and clothing) into the modern age, or something like that. I think it's all explained in the very first series, the 1971 "Green Jacket" Lupin III.

He also had a short lived relationship with a Chinese woman in the movie "Legend of the Gold of Babylon".
shareGoemon gets plenty of chicks (several in the show, and one every other movie), its just that he's got James Bond syndrome, so they all croak.
