It is "Time to Be", by the Tories. I've searched for it myself, but it doesn't appear to be available anywhere. But you've got the name now, so maybe you'll have more luck.

That's a great song! I used to tune in to the show just to hear the Tories' song, but I finally found "Time for You" on a CD.
