Anyone remember this special episode?

Hi!
I've always had this calming childhood memory of a TV cartoon episode and I was wondering if anyone could help identify it?

I think it may be an episode of Rupert where the main character goes ice skating near a castle-like building/enclosed frozen lake with someone who I think I remember as a princess of some sort; but definitely female. As far as I remember, there might have been some sort of hot air balloon involved too? There's some kind of association with being 'up high' but I'm not 100% sure seeing as I was like 5 at the time...

If this doesn't ring any bells, can anyone think of any other kids shows on Australian ABC TV that sounds similar to that which were on around the same time?

I can only think of the episode Rupert and Billy Blizzard where he goes to the North Pole on a sled with a girl named Rika along with a snowman that he made. There was indeed ice all over the place, and the villain was freezing everything in order to take over the North Pole and later the world.

If it was an episode of Rupert, this would have to be it.
