There were some critics who considered JN "nod" worthy that year but of course they said nothing would come of it. And it didn't!

I would have at least given JN a best supporting nod. Doubtless he would have beaten Michael Caine, but a nod is still worthy of respect.

I am surprised as well. But maybe, there were some heavy Oscar runners that year.
I will have to look up 99's movie lineup, to tell.
