This is the website. It is Dank and Scud, not scuz (not your fault, whoever did this page should check their resources.)
They were not actually part of the game, an inventive guy namd Michael Houston figured out how to turn Quake into an online comic book.
"Did IQs just drop sharply while I was away?"
Well they were not in the PC version, but they appear in the Sega Saturn version of quake as bonus stuff. Scud was renamed to Scuz since someone else had the rights for Scud...
