Why didn't Travis arrest Jonathan at his own party?

You would think being Libby's parole officer that he would have some knowledge of her crime and background and what her dead husband looked like.

That annoyed me throughout the movie! All he had to do was to look at his old photo--it didn't seem to occur to him until near the end when he tried to get the DMV records.

He probably has a lot of parolees he oversees and knows about their crimes and the victims but doesn't get so far into it that he looks up the pictures of the victims.

A rich guy being murdered by his wife on a yacht would have been a big local TV story, maybe national. He certainly would have seen pictures of the happy couple for weeks or months in the news. And why trust the DMV? Call the Seattle Post Intelligencer.

Can a parole officer make an arrest, or make an arrest of someone other than his/her parolee?

He at the very least would've been able to make a citizens arrest.
