Yes, it is a true story, though the time frame is fudged a little to make things seem like they happened at the same time, and also some of the back stories of the characters are fictional. But the main events (saving the show from being shut down, the hearings in D.C., etc.) are true.

It's the propagandist version of events that occurred when the production of 'The Cradle will Rock' was shut down by the WPA. These events are recreated and placed in an order as to bully the viewers into seeing the world through the eyes of avowed communists.

It's like watching a movie produced and directed by Stalin or Hitler about the events surrounding WWII, yes WWII happened, but through who's eyes are we watching events unfold. I'm sure they would have told a different version of the exact same events (and still be able to call it a 'true story?).

Even liberal reviewers admit this.

But your right, good story, superbly acted, and very watchable. If only Robbins did not desperatly try to convert followers and told the story straight without forcing his bent view of the world into the drama, it could have been a great movie.
