Is this movie based on a real life story?

no, I believe that this is fiction

actually it is based on a 1990's nazi movement based out of Toronto Canada, The Heritage Front... most of it is fiction but underlying events are taken from the headlines of the time

It was played recently on the UK "True Movies" channel so it would kind of have to be, yeah.

Actually, NO. It's based on the true life story of Elisse Hategan.
CBC lifted the story from court records, tv interviews with Elisse and newspaper articles, then paid Elizabeth Moore $12,000 to be a consultant on the film.
Elisse Hategan testified against the Heritage Front, spied on Ernst Zundel, and basically was responsible for shutting down the Heritage Front back in the 1990s.
