Where does Justice League/ROTJ flashback fit in the DCAU chronology?

Bruce Timm has said that the events of the Return of the Joker flashback take place after the ending of JL/Unlimited, but I think he's forgetting his own continuity. There were hints in JL (and overtly in Mystery of the Batwoman) that Bruce had already had his relationship with Barbara and it ended, hence him moving on to Diana, but that would mean the ROTJ flashback takes place sometime in between JL. What does everyone think? Personally, I never liked the Bruce/Barbara shipping and would just as soon dump all of that after the run of JL, but I do kind of get the impression it happened before. Like how he hinted to Diana "never date your partners" or something to that effect, etc.

The DCAU Wiki entry for Batman: Mystery of the Batwoman explains it this way:

The events in this film take place before the flashback in Batman Beyond: Return of the Joker, even though Robin is portrayed slightly older here than in the other film.
The conversation that Barbara Gordon has on the phone with Bruce explores the relationship between Bruce and Barbara; this notion was first introduced in the Batman Beyond episode "A Touch of Curaré". Here Barbara is shown having romantic interests towards Bruce, which makes him uncomfortable, also Tim and Alfred's lack of surprise implies this isn't the first time Barbara's made a pass at Bruce.

So apparently, after Tim Drake was forbidden to be Robin following the events ROTJ, Bruce and Barbara started working even more closely together and ended up falling in love with each other.

I could see that making sense. I also like the implication that it only happened after Dick was long gone so no one was hurting him directly, as opposed to the awful implication in this month's spin-off comic that that's the thing that caused the permanent rift between Dick and Bruce/Babs. I just can't see that, I can see Bruce turning to Barbara after they're both older and he already lost Dick, he lost Tim, and had nothing left in the world besides his mission and was lonely for companionship.
