So, what's the deal? In the garden he can float in the air but needs to actually CLIMB the walls? Or Hatty to open the doors in them for him? Why didn't he just fly up and over the wall?

Yes, that was a little silly. The book is a bit different; he doesn't float, although he is able to jump from the top of the tree without hurting himself. So by the logic in the book, he would still need to climb the wall.
