What year is Fat Bastard from?

I saw this movie on tv recently and one thing caught my attention. We are introduced to Fat Bastard as Dr. Evil's spy in the ministry of defense. To have infiltrated the ministry of defense to the point of guarding Austin Powers would have taken time. This (and his sideburns) strongly implies that he is native to 1969. However, later on we hear him singing the Chili's commercial jingle from the 90s. Chili's didn't even open until 1975. Later still we see him follow Austin and Felicity back to 1999 where he seems to know his way around well enough to get his hands on a plus sized UPS uniform and a really big revolver. So what's the deal? The movie doesn't really explain.
