Who was the man at the end?

Who was the mousey man at the end who spoke up for Eugene? Was he Eugene's or Mortimor's father?

His name is Mr. Twemlow, I love that little speech he gives at the end. Here's the info from Wiki (He has a bigger part in the book -

Mr. Melvin Twemlow – the well-connected friend of the Veneerings; often cultivated for his supposed influence with powerful people, such as Lord Snigsworth. Mrs. Lammle tells him about their plot to marry Georgiana Podsnap and Fledgeby, to whom Twemlow owes money. Though Twemlow is introduced to the reader as being like the table at the Veneerings' dinner party, he comes to reflect a wise way of thinking. His dress of collar and cravat suggest an image that is "picturesque and archaic", and he proves himself a "true gentleman in his response to Wrayburn's marriage".

IIRC, he was seen at several gatherings of the upper crust folk, but I think he was always interrupted whenever he tried to speak. When, at the end, he finally has a chance to speak, he has something better to say than anyone else has!
