Does anyone know who sings the main parts (i.e. "I'm seeing lots of spots, plenty of polka-dots...canines on the run", etc.) of the show's theme song?

I've started watching the series again (rather early in the morning, around 4:30 or so) on Toon Disney, and it's been bothering me the past few days. Is that Jason Alexander that I'm hearing?
