Why did they release "Il Duce" from prison?

Hi, after one of the Mafia leading figures says he needs "Il Duce", it is shown and we are told that he is spending nearly a life imprisonment for his crimes while he was an assassin. But how and why do they release him, just like that?

What, did the Mafia have some kind of legal connections and authorities and can just release any notorious prisoner like that or was there something we missed here?
