Why do reviewers call this a Tarantino rip off?

It doesn't rip off a SPECIFIC Tarantino movie, it rips off his style and the way the film is made, as you put it. That's a rip off. Trying to be Tarantino (and failing, IMO).
shareOh, not just Tarantino. Also Guy Ritchie. It literally goes down the checklist of what is supposed to be in a film like this. Bible quotes for no reason. Check. Realistic dialogue, or at least a horrible attempt at it. Check. Over the top to ridiculous amounts. Check. Killing someone/something for laughs (though, it isn't funny here). Check.
The director is so busy channeling those two that he can't even make his own movie. The characters are unlikable, unfunny and cliche with absolute horrid dialogue to spit out. Rocco is probably one of the worst characters in movie history. There's no way it isn't a rip-off of movies before.

I just rewatched it, to see if I really didn't like it as much as I remember, and holy *beep* Rocco is such a piece of *beep* Even if his girlfriend and her friend were pieces of *beep* he pulls a gun and jams it in that chick's face, all the while screaming like a madman! That's not something a lovable, likable character does. He's a giant prick and I, personally, was really glad that Italian stereotype put a hole in his chest.

While certainly not a rip off of Pulp Fiction or Reservoir Dogs, It does have that same Tarantino style to it and that doesn't mean it is a bad film. I really like The Boondock Saints but if you compare it to Pulp Fiction or Reservoir Dogs of course it is going to look weak since those are some of the greatest films of all time and two of my personal favorites with Pulp Fiction being my favorite film of all time. There are a lot of flicks that have that same Tarantino style that The Boondock Saints has. The Boondock Saints is still a pretty good film in my opinion.

Tarantino movies are film savvy, technically accomplished and wonderfully written and acted. They're genre exercises, more homage than rip-off. Boondock Saints is just trying to be a cool movie with no reference point other than, hey, thanks to Tarantino this is what's in style right now so we're just gonna join in the fun! Except it's not fun for a lot of people who see through the facade.

shareTarantino ain't the most original filmmaker ever, yet the guy does have a style that is completely his own. If this one tried to be like a Tarantino film, well, then I guess some effort went into that.

Watch japanese "Lady Snowblood". Camera movements, music, subdivision into parts with headings,... will semm very familiar (even the words snow and blood should hint something)
