Similar German movie?

Does anyone know about a similar German movie? About a train carrying nuclear waste crashing in a small town. It ends with the military deciding to kill everyone to cover up the spill. There is a scene where a pregnant woman, bald from radiation poisoning, gives birth in a laboratory where the staff wear hazmat suits.

It's probably from the late 1990s. Anyone know what movie I'm talking about?
