I heard a guy say that she wasn't interested in men and tells Bond to not bother

Clearly not a lesbian, given the end of the movie.

I think it's more that she's not interested in the men at the facility she was working in, and in order to save their pride, they said she's not into them, so don't even bother.

No, just a tomboy. it's a real switch from the usual Bond girls. But if she was, she wouldn't be the first lesbian Bond "converts". Pussy Galore was a lesbian too. It was only implied in the movie, put clearly stated in the book.
