I don't think they ever confirmed it on screen, but I always got the feeling Mrs Jessop secretly knew that he could turn into a dog, at least in some episodes.

Did I imagine that?

I think she knew, but kept it secret.

I think Mrs. Jessop had an inkling, but wasn't about to say anything because it would sound bizarre if she asked.

I haven't seen Woof for ten years (EDIT - make that 20, I wish I was 20 and not 30, how time flies!) and I've always had it in my head that she knew.

Just watching a the first episode Rachel appears in, and during a coversation between Mrs. Jessop and Rachel, Mrs. Jessop says to Rachel "He (Eric) is a human being most of the time) whilst discussing the possiblity of Eric helping Rachel with her cycling training.
