From 'The Ironic review' - another thing appropriated by another comedian from Lee and Herring, in this case Ricky Gervais in the 2nd series of 'Extras'.

eh... i think "are you having a laugh" is common enough, and the uses are different enough that it probably wasn't stolen. a little bit of a tenuous link.
