I haven't watched a Manga for ages but just watched a little of Fist of the North Star, and was surprised at how good the english dubbed voices are synced with the Japanese mouth movements... this movie was made in the early 80's so i doubt computers could have been used to help sync the voice and mouth movements... did they draw the lips again or is it coincidence that the lips just sync with English?

i would say go for the Japanese if you want the story to be correct as the English dub as fun as it is alters the story to the point of adding stuff that was never meant to be there and removing stuff that makes the story flow
also it depends what print of the film you have

the theatrical print contains an ending in which ken gets beat by rouh
the Japanese video print contains an ending where the end fight it a draw
i think they changed it due to fan backlash of seeing ken get his ass kicked which is not cannon with the manga or tv show but it does add drama in the event of a re match if they did a sequel using the movie contunuaty but the movie was apranetly a flop so that wont happen
but either way this film is not canon with any other adaptions of fist of the north star its more like the 1st part of an incomplete feature length trilogy
but me i would say Japanese dub

However this is more of a technical question please see abit of the below video of the animated movie, as you can see the voices are almost perfect with the mouth movements.. are the mouths drawn in again as I guess the original is in japanese?

no i believe the mouth moments are the same as the Japanese print but normally dialoged is altered to best synch up the the mouth movement rather than acuratly translate the script but not in all cases i have seen some cases where the original language script was never even looked at or adapted to English and the localized dub has just been made up
one example would be the old kids tv show the magic roundabout when localized from french to English the localizers just looked at the images and made up there own story with the new voice cast also in the magic roundabout the french version the charcturs speak where as the uk version it has a narrator talking like he is telling a story and doing all the voices and follows it with sed zepady or who everr is meant to be talking
other times like in the original English dub for the movie akira they go as far as to locolise the names to sound more western but still have simuler mouth moments like ryo becomes roy the later re dub is more accurate to the original scrip but sound more awkward in delivery and has lip sych issues
another case is the jacky chan movie city hunter the original Chinese dub features jokes about aids the English dub replaces this to be more PC and get the movie a younger age rating
but in regards to fist of the north star the English dub is more vague i believe some narration is missing and some of the charators motive are altered and searing is added to make it seam more adulterated but IMO it makes it sound more immature this was the style of the time i believe the English dub was done by a company called streamline also in the fist of the north star TV series the English dub replaced the original musical score with drum and base type stuff
