I saw the thing were gokus father was sending him to earth, but that was on cartoon network so it must have been edited. Why was this TV-MA?

Im saw that episode and I found out why they said "TV-MA". when it was released to dvd they had a hard time deciding whether to be tv-14 or tv-pg. so they at first decided tv pg but when they saw man's holy weapon for sex on tv they said tv ma

The rating is possibly because of America's standards of nudity. We see baby Kakarot naked, that's all I can figure. Also there is some blood but no more than we're used to.
