Where exactly does this come on the DBZ timeline?

It's obviously before the Garlic Junior saga.

I'd thouht of that at first, but it couldn't have been. For one thing, Gohan is too young. He appears to be about the age that he was when Nappa came to earth, and where is Vegitta?

The character also don't seem powerful enough, Son-Goku can't transform at will into his super form, Both Picolo and Son-Goku seem to be less powerful than they were when they fought against Freeza on Namek

Non cannon movie means that it can't be set in any actual time line of DBZ, only four of the movies are succesfully able to do that (Bardock the Father of Goku, History of Trunks, Bojak Unbound, and Wrath of the Dragon). Still as none of these were a part of the original manga story line, they aren't cannon.

er, aren't Anime and Manga considered to have separate canon if they have separate timelines?

As far as I'm concerned anything authored by Toriyama Akira is canon, regardless of whether or not it fits in the timeline, it just has to be seen as a secondary universe or something.

Not necessarilly, you see Akira included both Future Trunks and Bardock in the manga, and we all know the character Future Trunks is both cannon and from another timeline, and he appears in the anime as well.

However Bojak Unbound and Wrath of The Dragon are not cannon to the manga despite Akira writing both stories, however both can fit into the manga's timeline as they fall after the Cell saga, and after the Buu saga, without making a plot whole.

For instance the Tree of Might, many say it falls after the Vegeta/Saiyan saga, however all the z fighters who were killed are still alive in the movie.

So yeah, hopefully didn't confuse you too much.

Well the movie was released during the Frieza saga, but I think that if you had to reconcile the movie with a point during the series, it would have to be...the day before leaving for Namek? But then...Piccolo is dead, and...nevermind......as mentioned earlier, the movies rarely fit in, anywhere.
