So exactly how is Goku a super saiyan?
Notice in the movie goku turns super saiyan and is hair doesnt even turn gold?? I don't get this.

The form he achieves in this movie is considered "False Super Saiyan" by Dragonball scholars.
It's a unique form for this movie made by Toei...
The explanation is that this movie was made during the time that Super Saiyans had first been mentioned in the anime/manga, but Akira Toriyama didn't know exactly what the form would look like yet..
He simply told Toei animators that the form would have a brilliant aura and spikey hair. Also, he originally planned to have the eyes disappear, but considered this too villainous so later changed the Saiyan to having blue eyes and golden hair to appear Angelic.
However, he was still toying with the idea of black spikey hair and whited out eyes when he gave his concept art to Toei for this movie. Ergo, this is a peek at what SSJ was meant to look like, but canonically doesn't fit in with the regular SSJ line.
So fans have created an explanation as to how it works storywise.. False SSJ is simply a form achieved by a Saiyan who has sufficient rage but lacks the power to transform. Since Goku still lacked a bit power wise in this movie, he turned into this incomplete form, which he could only maintain for a short time (similar to Kaio Ken).
It's possible King Kai confused this for a SSJ because he hadn't seen one with his own eyes at all, or in a very long time.
To me this probably was one of the bravest steps Toei could take, it's unfortunate that such an awesome form showed up in this movie, and only for such a short amount of time.
shareremember the episode where Goku goes to hell with Pikkon to stop frieza and cell right after the cell saga? Goku goes SS but his hair and eyes remain black but I think he looks more raw like that than when his hair is golden :P
shareGoku doesn't achieves the SSJ state, he only taps into it's power. A popular theory is that he did not have the stamina or mentality to un lock the SSJ yet. This forms is said to be a little less than half as strong as the SSJ transformation (which is base x50).
