I could be wrong, but I think the English dub has a goof in it. When Gohan and the others summon Shenron, he says he can grant three wishes. But when Dende recreated the Dragon Balls after Piccolo merged with Kami, he said the dragon can only grant two wishes due to Shenron now being able to revive people despite if they were revived before or not.

Now, I haven't seen the Buu saga in at least a decade, so is this actually a goof or did Shenron get upgraded to three wishes in the Buu saga?

Yes, that was a goof. Either that or the Dragonballs were modified again. Dragonball Super seems to support this since Shenron can once again grant 3 wishes.
