Akira made DB and DBZ, but not DBGT. Who created it?

I'm not completely certain, but i'm pretty sure the same people that made the dragon ball and dragon ball z anime made dragon ball gt. Since there was no manga to go off of though, Akira Toriyama (who wrote the dragon ball manga) acted as a supervisor for GT.
