Could a evil society like survive? If anybody was cruel to each other and no loyalty exist, then a society would collapse right?

Unfortunately, yes. Look at North Korea, the Kim rule lasts now over 70 years with no end in sight... diplomatic isolation, inner-dynasty struggles, famines, boycots could not stop them by now.
