Why did this movie cost $28 million to make?

And that's in 1990's dollars. No big stars and mega salaries. No F/X or CGI. I doubt they spent more than 1 month or 2 shooting it. So what gives?

haha I was scrolling to the bottom and saw that too..don't know how accurate that is though I can see it being easily made for 3-4. I think actor salaries count in there too, and wasn't the cast kind of big? of well whatever haha!

Probably studio finagling. Hollywood used to pool and siphon off money from one movie's budget to pad another one. Independent productions on the lot could be embezzled that way. Jim Garner found that in all the episodes he made of "the Rockford Files" it never made a profit because he was joined at the hip with a black hole that sucked up all the profits.

I don't know everything. Neither does anyone else
